PPDR-TC project

The goal of PPDR‑TC project is to specify an interoperable, secure and resilient voice and data communications architecture, tailored specifically for the needs of the PPDR utilities. It will provide the foundation for the evolution of mission critical communication systems. PPDR‑TC project address both mission critical and non-mission critical situations in an integrated and uniform way. It will allow ubiquitous secure communications over dedicated and commercial networks. PPDR-TC project will investigate and propose optimal scenarios to merge commercial broadband infrastructure with current PPDR systems.

As one type of results a set of software tools will be developed to simulate future broadband systems for PPDR users. These tools can support decision makers to select the most adequate communication systems that:

  • can be a mix of different ones which are available on the incident site,
  • are planed to be launched in the future (mainly based on LTE standard).

The analysis can be for:

i)        short-term decision when the incident happens;

ii)       medium-term decision to make proposals how existing systems can be ameliorated or hardened to provide new categories of wide-/broadband services needed by PPDR entities;

iii)     long-term forecasts for future broadband systems that replace the existing narrowband ones.

Development of a harmonized approach to provide broadband wireless PPDR communication inEurope:

  • enhances cross-border coordination;
  • increases potential for interoperability and international co-operation;
  • improves spectrum management and planning.

In addition to the terrestrial network infrastructure it is likely that any harmonized solution also needs to include a satellite based element to provide coverage when required in the most remote areas of Europe and the provision of air-to-ground communication (e.g. to facilitate video surveillance or communication with manned or unmanned aerial/ground vehicles).

PPDR-TC is a 7th Framework Programme project implemented by 10 partners. The project focuses on specifying an interoperable, secure and resilient voice and data
